BASIC / ADVANCED ENGINEERING (FEASIBILITY)

The purpose of the Basic Engineering Service is to complete the scope of the alternative selected during the Conceptual Engineering phase and develop an execution plan for the project that will allow, to a certain extent, the commitment of funds or the initiation of the process to obtain the required financing.

During this phase, the scope of the project is established in a concrete manner, the capacities and characteristics of the products and services generated by the project are established, environmental and safety aspects are defined, operational philosophies and the selection of materials are defined, and the results obtained are fully and adequately documented. It also establishes the detailed specifications to be followed in the following phases.

  1. The service is broken down into the following stages:

  2. Develop the technical solution for the construction of the project.

  3. Determine the capital cost of the project.

  4. Determine the project execution time.

  5. Determine the project execution plan.

  6. Provide background for environmental and sectorial authorizations.

  7. Provide background information to prepare bidding conditions for the construction of the project.

  8. Commit economic results.

 

Class 3 is established as the cost estimate associated with the project at this stage with the objective of requesting budgetary approval for the project. The main concepts, activities and works to be studied, analyzed, defined and developed in this type of service are:

 

  • Detailed review of the conceptual engineering and the client's requirements.

  • Initial approach with design criteria.

  • Preliminary design of the main equipment.

  • Definition of the distribution of points of use of services.

  • Development of basic facility criteria for each of the specialties.

  • Development of purchase specifications for major equipment.

  • Development of data sheets for all rooms (critical and non-critical), equipment and facilities.

  • Development of preliminary calculations for each system.

  • Development of basic P&ID diagrams.

  • Development of flow diagrams of the main processes.

  • Development of preliminary unilinear diagrams for power supply.

  • Development of consumption and equipment lists.

  • Review of room layout, equipment implementation, including service areas.

  • Economic estimate of initial investment (CAPEX) = ± 20%.

 

The Basic-Advanced Engineering Service complements the set of deliverables elaborated in the Basic Engineering and develops a project execution plan that commits the funds and obtains the financing required for the execution of the remaining phases of the Project.

In addition to the Basic Engineering, deliverables are developed and additional activities are executed that have a high impact on the detailed definition of the Project Scope, refining and perfecting the material and assembly calculations, in order to achieve greater accuracy in the cost and schedule estimation.

In particular, in this phase, progress is being made in the design of all equipment, optimization of equipment implementation, constructability analysis, design of service facilities, control room, electrical substation, and other facilities involved.

The costs and delivery terms of the most important or long lead time equipment are defined at this stage. The cost estimate associated with the Project at this stage is established as Class 2 for the purpose of requesting project approval.

A complete Advanced Basic Engineering package should allow preparation of a firm bid for an EPC contract without further design development.

The deliverables that are developed at this stage of engineering are:

  • General Arrangement Drawings.

  • Technical Specifications of the Main Components.

  • Material and Energy Balance.

  • Process Flow Diagrams (PFD).

  • Instrumentation & Piping Diagrams (P&ID).

  • Calculation Memories for both Process and Auxiliary Systems.

  • Instrumentation Lists.

  • Equipment Lists.

  • Valve Lists.

  • Technical & Risk Studies.

  • Economic Estimate of Initial Investment (CAPEX) = ± 10%.
